In this post, we’re reviewing one of the most luxurious land-based casinos in Goa — Phoenix Casino, located inside Hilton Candolim. We experienced it firsthand and rated it on our PMFT 100 Scorecard, covering everything from location and games to food, entertainment, and hospitality.
📍 Location – 18/20
When it comes to casinos in Goa, there are two types:
- Offshore casinos – floating on the Mandovi River in Panjim
- Land-based casinos – built inside luxury hotels and resorts
Phoenix Casino belongs to the second category and is among the most premium land casinos in Goa. Nestled inside Hilton Candolim, its location may feel slightly offbeat, but that’s not an issue because the casino offers complimentary pick-and-drop within a 5 km radius.
So whether you’re staying nearby or visiting from Calangute or Candolim, you can enjoy your drinks and games worry-free — they’ll get you home safely!

(We deducted 2 points only because it’s not an offshore casino experience, but otherwise, it’s spot on.)

If you’re here for gaming, Phoenix Casino won’t disappoint. There are 10+ gaming options, including:

While land casinos in Goa don’t host live dealer games (as per state regulations), the energy here makes up for it.
The casino also offers plenty of entertainment — Bollywood and Russian dance performances, a hookah lounge, and live sports screenings. When we visited, an India–Pakistan cricket match was playing on the big screen, and the vibe was electric!

This is where Phoenix Casino Goa truly shines.
While most casinos serve limited snacks, Phoenix spoils you with unlimited premium snacks and drinks — including bowls of cashews (a true Goan luxury touch!).
The biggest surprise? An à la carte menu — something we’ve never seen in any casino before! Want fish instead of chicken? Done. Craving a fresh juice or a signature cocktail? They’ll serve it instantly — all included in your package.
From Don Pérignon champagne to single malt whiskeys and signature cocktails, you’re truly spoiled for choice.
The only minor drawback — the space feels a bit compact due to the crowd. But honestly, that’s a good problem to have!

Phoenix Casino offers three main packages: Regular, Premium, and Elite.
The Elite Package (₹10,000 per couple) includes:
- ₹12,000 worth of playing chips (OTPC)

What truly impressed us at Phoenix Casino was the warmth and hospitality.
Unlike other casinos where dealers maintain poker faces, here the staff actually smiles, interacts, and guides you through the games. The boutique ambience, friendly vibe, and safe environment make it a great choice even for solo women travelers.
Female staff are present across roles — from cashiers to dealers — which adds to the comfort and safety of the experience.
